City Utilities

The City of Fremont provides water, sewer and refuse/recycling service to city residents. Bills are mailed every three (3) months on April 15, July 15, October 15, and January 15. You have 30 days from date of mailing to pay. After 30 days a 10% penalty is added. Each bill is for the previous 3 months of usage. This helps ensure that the resident is paying for the amount of water he/she actually uses. Occasionally a reading will be estimated if an actual read is not possible.

Residential sewer is usually based on the amount of water used in the first quarter of each year. This change will appear each year on your October billing and remain the same until the following October. We chose this method as a benefit to our citizens because people generally do not wash cars or sprinkle lawns during this period. Thus when you do sprinkle in the summer you will pay for the water usage, but not have to pay sewer charges on it.

Residential customers have the option of switching to actual sewer. This involves a homeowner signing a form requesting the City change the method of charging him/her based on the actual water usage per quarter. The homeowner has the option of changing to permanent actual sewer or changing only for the next three billing periods from the date of request. After that time the method of charging for sewer would revert back to the usage of the first quarter.

New home owners are automatically set up on actual sewer for one year until they have established a history in that house.

Commercial customers are always billed for actual water and sewer.

The City of Fremont contracts with Sunset Waste to pickup refuse and recycling for all residential customers. Billing is handled through the City. Each resident has a choice of using bag or cart service and is billed accordingly. If choosing bag service, special bags must be purchased at Bill’s Shop-n-Save, D & W Food Center, or Country Squire Pharmacy for $1.50 each. The customer then sets out as many or few bags as desired on his day of pick up. If choosing cart service, a 65 gallon roll out cart will be provided, which the resident sets out at the curb on pickup day. Each resident will also receive a recycling bin. This is set out the same day as regular garbage. Items that can be recycled are paper (newspaper, magazines and catalogs, phone books, junk mail, grocery bags, etc), cardboard, clear glass, metals (tin food cans, aluminum, beverage cans,) and plastics. Homeowners may change from bag to cart service or from cart to bag service during the first two weeks of January each year. You must call city offices at 924-2101 and request the change. A cart will be delivered or picked up as requested. This is the only time you may switch.

City Utility bills are a lien on a property. Any delinquent water, sewer, and garbage amounts through Dec 31 st each year, are added to the summer taxes each year. In the Spring, letters are sent out to the latest address on file for the homeowner with unpaid bills. These letters show the amounts owed to the city and how much will be added to the summer taxes if not paid by the stated date. Any money collected by that date will reduce the amount added to the summer tax bill. Any money received after the due date will be applied to current charges.

Budget

The City Manager is responsible for supervising the development of budget forecast as well as assisting the Finance Officer with preparation of the annual budget and ensuring the proper administration of the budget.

 

NSF Checks

Any check returned to the City of Fremont will be charged an additional $25.00. The check writer will be required to bring in cash in the amount of the check returned as NSF, Account Closed, etc. plus an additional $25.00 fee. If not paid within a few days, the tax, utility, special assessment, or whatever the check was supposed to pay will be re-instated with penalties. The $25.00 charge will also be added to the account.

Dog Licenses

As a service to the citizens of Fremont, dog licenses may be purchased at city hall between December 1 st and March 1 st of each year. The person purchasing the license must have proof of rabies shot and expiration date of the shot. Proof that the dog has been neutered must also be provided. You should have a slip from the vet showing all pertinent information.
