DDA
Our DDA was formed in July 1986 to prevent deterioration and promote economic growth within a business district by developing, adopting and implementing development plans, which may include proposals for construction, renovation, repair, remodeling or rehabilitation of a public facility, an existing building or a multiple-family dwelling unit that aids economic growth in the Downtown District.
Authority
To implement a development plan, the authority may construct, rehabilitate, equip, improve, maintain or operate any building within the Downtown District for public or private use. The authority may acquire and own, lease or dispose of any land or real and personal property that the authority determines to be reasonably necessary to prevent deterioration and promote economic growth in the business district. The authority may also acquire and construct public facilities and make land improvements. The Downtown Development Authority Act also allows municipalities to take private property under the power of eminent domain and transfer the property to the DDA.
Programs
The DDA is also in charge of administering several programs that are of importance to downtown buisnesses. These programs include the Facade Improvement Porgram, the Revolving Loan Fund and the Rental Rehab Program. Follow the link below to find program guidelines, information and applications.

Master Plan
Approved DDA Development & Tax Increment Financing Plan (2009)
The Fremont City Council will hold a public hearing on Monday, the 5th of April, 2010 at 7:00 PM in the City Council Chambers at the Fremont City Hall, 101 East Main Street, Fremont, MI. The purpose of the meeting is to consider the adoption of an Ordinance approving amendments to the "Development & Tax Increment Financing Plan, as amended (the "Plan") for the Downtown Development Authority (DDA) of the City of Fremont, pursuant to Act 197 of the Public Acts of MI of 1975, as amended.
The property to which the proposed Plan applies includes the traditional downtown/city center area and more conventional general commercial development along M-82 heading west out of Downtown. The proposed amendment to the Plan is to include other properties in the greater traditional city center in Fremont. In addition, the Plan will be modified to remove a downtown parcel from the Tax Increment Financing District.

Funding
Funds to finance activities of the authority may be derived from several sources including taxes, revenues generated from the use of assets, proceeds from revenue bonds, municipal funds including state and federal grants, special assessment levies and tax increment financing receipts.
Maps
Maps illustrating the boundaries of the DDA District and new Development Area in relation to highways, streets, streams, or otherwise are available. The Development Area boundaries are no longer coterminous with the DDA District boundaries, whereas property parcels within a recently designated Renaissance Zone were removed for TIF capture purposes.
