FREMONT CITY COUNCIL
MINUTES – REGULAR MEETING
Monday, March 19, 2007 – 7:00 PM
Mayor James Rynberg called the meeting to order at 7:00 PM. Councilmember Jane Drake gave the Invocation and led the Pledge of Allegiance to the American Flag.

Approval of Meeting Agenda
Motion by Councilmember Breinling, seconded by Councilmember Breuker to approve the meeting agenda with the addition of Resolution R-07-06 Approving the 2007-2011 Joint Fremont Area Recreation Master Plan; motion approved.
Proclamation: Honoring “Arbor Day” in Fremont
Mayor Rynberg proclaimed Saturday, April 27, 2007 as the 44th Annual “Arbor Day” in Fremont.
Consent Action Items
Motion by Councilmember Drake, seconded by Councilmember Breuker and carried to approve the following Consent Action Items:
- Minutes of the Regular Session held March 5, 2007
- First Baptist Church’s request for use of Veterans Memorial Park & Amphitheater for “Hymn Sing” on August 9, 2007
- Heartland Hospice Services request for use of Veterans Memorial Park & Amphitheater for “3rd Annual Heartland Hospice Community Picnic” during Chamber of Commerce’s “Concert in the Park” on June 14, 2007
- Fremont Area Chamber of Commerce request for use of new Fremont Market Place Pavilion for the following Chamber Events, pending completion of new Pavilion use-policy: “NBFF” 7/17-21/07, “Fall Harvest Festival” 10/4-7/07 & “Christmas Stroll” on 12/7/07
- Resolution R-07-05: “Christmas Stroll” Banner over M-82, annually the last week of November and first week of December
- Distribution of 100 $30 Arbor Day Tree Coupons, with continued suspension of Maple trees.
Request for Road Closures & Use of Various City Facilities for Various Chamber of Commerce Events: “Fall Harvest Festival” & “Christmas Stroll”
Motion by Councilmember Drake, seconded by Councilmember Conley and approved, to authorize the following requests by the Fremont Area Chamber of Commerce:
- Use of Veterans & Branstrom Parks for the Fall Harvest Festival - 10/4-6/07
- Use of Veterans Memorial Park for the Christmas Stroll - 12/7/07
- Closure of Main St. from Darling St. to Weaver Avenue on 10/04/07 from 6-7 PM, for the Fall Harvest Festival Parade
- Closure of Main St. from Darling St. to Weaver Avenue on 12/07/07 from 6-6:45 PM, for the Christmas Stroll Parade
Accounts Payable Check Register Report dated March 15, 2007 totaling $283,044.31
Motion by Councilmember Breuker, seconded by Councilmember Breinling and carried to approve the March 15, 2007 Accounts Payable Check Register Report totaling $283,044.31.
Request for Road Closures & Use of City Facilities for 17th Annual “National Baby Food Festival”
Motion by Councilmember Breinling, seconded by Councilmember Drake and approved, to authorize the Fremont Area Chamber of Commerce’s request for road closures and use of City facilities for the 17th Annual National Baby Food Festival as requested, with exception to their request for a new route for the Bike Race to be negotiated & approved by staff; motion approved.
Resolution R-07-06: Adoption of Updated Joint Fremont Area Recreation Master Plan & 5-Year Capital Improvement Schedule
Motion by Councilmember Drake, seconded by Councilmember Breinling to adopt Resolution R-07-06 approving the 2007-2011 Joint Fremont Area Recreation Master Plan & 5-Year Capital Improvement Schedule and authorize submission of the Plan to the MDNR; motion approved.
Review of ’06 Calendar Year Fire Department Run Analysis & Proposed FY 07/08 Fire Dept. Operating Budget
Council reviewed the 2006 Fire Run Analysis and proposed FY 07/08 Operating Budget for the Fire Department. City Clerk Blake reported there were 575 runs during the year, with medical/first responder runs up 13% from last year.
City Manager Yonker reported attending Newaygo County’s recent emergency services meeting and expressed the City’s concern for the continuing subsidization of Life EMS’s ambulance service in the county by the municipal fire/rescue & 1st Responder departments.
Reports
The City Manager reported the City has completed the wastewater lagoon capacity project, increasing the City’s design flow from 720,000 gals./day to 1.39 million gals./day. He also noted the City will be able to keep the blue recycling bins with the “Fremont Recycles” emblem for the new residential recycling program and that Allied has agreed to continue recycling pickup until the City and Cart-Right are ready to take over the service.
Councilmember Breinling reported the next Deer Task Force meeting is scheduled for March 20th from 7-9:00 PM.
