FREMONT CITY COUNCIL
MINUTES – REGULAR MEETING
Monday, January 22, 2007 – 7:00 PM
Mayor James Rynberg called the meeting to order at 7:00 PM. Councilmember Jane Drake gave the Invocation and led the Pledge of Allegiance to the American Flag.
Present at Roll Call: Mayor James Rynberg and Councilmembers Jane Drake, James Breinling, Larry Breuker and Dick Conley
Staff Present: City Manager Chris Yonker and City Clerk/Finance Director Todd Blake
Public Present: Ron Pardonnet, Darl Purdy, Don Potter, Ron Gibson, Steve Adsmond and Fred Riley
Motion by Councilmember Conley, seconded by Councilmember Drake to approve the meeting agenda; motion approved.
Mayor Rynberg read Resolution R-06-32 honoring the Fremont Lions Club for its continued service to the community and presented the Resolution to Lions Club President Steve Adsmond.
Motion by Councilmember Breuker, seconded by Councilmember Conley and carried to approve the following Consent Action Items:
Motion by Councilmember Drake, seconded by Councilmember Conley to approve the January 18, 2007 Accounts Payable Check Register Report totaling $523,914.65; motion approved.
Motion by Councilmember Drake, seconded by Councilmember Breuker to adopt Ordinance
O-07-01 amending Chapter 12 of the City Code of Ordinances, by establishing Article V “Snowmobiling”; motion approved by unanimous roll call vote.
Motion by Councilmember Breinling, seconded by Councilmember Conley to approve Resolution R-07-01 designating routes for snowmobile access to City rights-of-way for access to gas stations and/or restaurants, per Chapter 12, Article V “Snowmobiling”; motion approved.
City Manager Yonker noted the NC Snowmobile Club offered to purchase the necessary signage designating the approved routes. Councilmember Breinling recommended signs signifying snowmobile crossing be placed along South Stewart to alert passing vehicles of potential snowmobile crossings.
Mayor Rynberg reported discussing options for a “City News” column in the Times Indicator newspaper to educate the community on City events, projects and issues. Following discussion, there was Council consensus for Mayor Rynberg to coordinate articles with Council and staff for publication.
Reports
City Manager Yonker reported that Allied Waste Services submitted a proposal for updating the residential refuse & recycling service contract, which expires March 31, 2007. Allied has requested annual cost of living adjustments, fuel surcharges and a dramatic increase to the recycling service fees. He reported staff met with Allied and expressed concerns and possible changes to the contract and requested the firm submit a modified proposal.
Mayor Rynberg announced his recent appointment as Vice-Chair of the West MI Shoreline Regional Development Commission (WMSRDC).
City Clerk Blake reported that the Fremont/Yahaba Friendship City Board recommended he accompany the Yahaba delegation scheduled to visit Japan in June 2007. He asked if the Council would authorize his representing the City and approve his participating in the trip. There was Council consensus to approve the City Clerk’s participation. City Clerk Blake will submit a formal request following receipt of financial information from the program director.
