FREMONT CITY COUNCIL

 

MINUTES – REGULAR MEETING

 

Monday, February 19, 2007 – 7:00 PM

 

Mayor James Rynberg called the meeting to order at 7:00 PM.  Councilmember Larry Breuker gave the Invocation and led the Pledge of Allegiance to the American Flag.

Present at Roll Call: Mayor James Rynberg and Councilmembers Larry Breuker, Dick Conley, Jane Drake and James Breinling

Staff Present: City Manager Chris Yonker and City Clerk/Finance Director Todd Blake

Public Present: None

Approval of Meeting Agenda

Motion by Councilmember Conley, seconded by Councilmember Breuker to approve the meeting agenda; motion approved.

Consent Action Items

Motion by Councilmember Conley, seconded by Councilmember Drake and carried to approve the following Consent Action Items:

Accounts Payable Check Register Report dated February 15, 2007 totaling $991,061.51

Motion by Councilmember Breinling, seconded by Councilmember Conley to approve the February 15, 2007 Accounts Payable Check Register Report totaling $991,061.51; motion approved.

Discussion of Results from Fremont Community Recreation Phone Survey

City Clerk Blake reported the survey percentages were very favorable regarding the community’s opinion of the services and amenities we are currently providing and for the proposed projects and direction recreation is heading.  He noted an initial public hearing is schedule for March 1st to review an initial draft of the Recreation Plan update and a final public hearing would be held on March 19th.

Preservation of Right-of-Way for Town & Country Path Route across Lot 12 of the Fremont Industrial Park

Motion by Councilmember Drake, seconded by Councilmember Breuker to authorize staff to sign the necessary easement documents to preserve a right-of-way for the Town & Country Path across Lot 12 of the Fremont Industrial Park; motion approved.

Reports

City Manager Yonker reported the City was presented the “Prosperity Excellence Award” at the Land Policy Institute’s 2007 “Implementing Prosperity” Land Use Summit.  A $5,000 grant accompanies the award and is to be used for community education on “Smart Growth” in the Fremont community.

Motion by Councilmember Drake, seconded by Councilmember Conley to accept the $5,000 grant from MSU’s Land Policy Institute for education on “Smart Growth;” motion approved.

Councilmember Breinling reported receiving a letter from MDNR Officer Jeff Green, agreeing to be a resource person to the City’s Deer Management Task Force, but not be a part of the committee.  His letter reported the estimated average deer count per square mile in Newaygo County has gone down from 57 to 44 over the last few years.  He also noted there were 17 deer culled within a 6-8 square mile area in Fremont last summer by farmers who requested permits and an additional 26 antlerless deer taken with the land-owner block permits issued last fall.
