MINUTES – REGULAR MEETING

 

Monday, December 18, 2006 – 7:00 PM

 

Mayor James Rynberg called the meeting to order at 7:00 PM.  Councilmember Larry Breuker gave the Invocation and led the Pledge of Allegiance to the American Flag.

Present at Roll Call: Mayor James Rynberg and Councilmembers Larry Breuker, Dick Conley, Jane Drake and James Breinling

Staff Present: City Manager Chris Yonker and City Clerk/Finance Director Todd Blake

Public Present: None

Approval of Meeting Agenda

Motion by Councilmember Conley, seconded by Councilmember Breinling to approve the meeting agenda; motion approved.

Consent Action Items

Motion by Councilmember Breinling, seconded by Councilmember Drake and carried to approve the following Consent Action Items:

Minutes of the Closed Session held December 4, 2006

Motion by Councilmember Drake, seconded by Councilmember Breinling to approve the Minutes of the Closed Session held December 4, 2006; motion approved.

 

Accounts Payable Check Register Report dated December 14, 2006 totaling $387,081.19

Motion by Councilmember Breinling, seconded by Councilmember Conley to approve the December 14, 2006 Accounts Payable Check Register Report totaling $387,081.19; motion approved.

Amendment to Previously-Approved Trade Bids for the Downtown NE Block Parking & Marketplace Project

Motion by Councilmember Drake, seconded by Councilmember Breinling and approved to:

 

 

City Manager Yonker noted the above changes result in an overall increase in the estimated project total of $39,024.

 

Reports

City Manager Yonker reported that the Public Works Superintendent recently hired Mr. William Prewitt of Fremont to replace DPW employee Raymond Cargill who has announced his retirement this January 2007.

The City Manager also reported that the MI Dept. of Environmental Quality (MDEQ) & Dept. of Agriculture have confirmed their mishandling of a City employee’s simple phone inquiry as a formal complaint and will be contacting Mr. Aaron Bennett soon to make an apology.

City Manager Yonker discussed with Council that it should consider conducting a deer census and review of their habitats and geographic areas of concern in the City in order to prepare a proper deer management plan.  Following discussion, Council requested the City Manager contact the MI Dept. of Natural Resources (MDNR) for guidance on the process for urban deer management and to see if the Dept. could assist with coordinating a deer count this winter.

Councilmember Drake reported that the Yahaba Civic Art Subcommittee recently prepared and mailed 365 letters seeking contributions toward the civic art project’s construction.
