MINUTES – REGULAR MEETING

 

FREMONT CITY COUNCIL

 

Monday, May 1, 2006 – 7:00 PM

 

Mayor James Rynberg called the meeting to order at 7:00 PM.  Councilmember Larry Breuker gave the invocation and led the Pledge of Allegiance to the American Flag.

Present at Roll Call: Mayor James Rynberg and Councilmembers Larry Breuker, Dick Conley, Jane Drake and James Breinling

Staff Present: City Manager Chris Yonker, City Clerk/Finance Director Todd Blake and Police Officer Matt Hendrie

Public Present: Lucille Wheeling and Dusty Bitson

Approval of Meeting Agenda

City Manager Yonker requested the addition of a Proclamation for Peace Officers’ Memorial Day and National Police Week.  Motion by Councilmember Conley, seconded by Councilmember Breinling to approve the meeting agenda as amended; motion approved.

Proclamation: Designating “Peace Officers’ Memorial Day” and “National Police Week”

Mayor Rynberg proclaimed May 15, 2006 as “Peace Officers’ Memorial Day” and the week in which May 15th falls, “National Police Week” in the City of Fremont.  Councilmember Drake motioned, seconded by Councilmember Conley to confirm the Proclamation; motion approved.

Consent Action Items:

Motion by Councilmember Breinling, seconded by Councilmember Conley, and carried to approve the following Consent Action Items:

Accounts Payable Check Register Report dated April 27, 2006, Totaling $67,290.83

Motion by Councilmember Breuker, seconded by Councilmember Breinling to approve the Accounts Payable Check Register Report totaling $67,290.83; motion approved.

 

Contract for Engineering/Design Services for Stewart Ave. & 44th St. Watermain & Street Projects

Motion by Councilmember Drake, seconded by Councilmember Breinling to approve the engineering/design services agreement with Paradigm Design for $6,900; motion approved.

 

Review of Mayors Exchange Arrangements; Commitments for Attendance at Events

Following discussion and confirmation of those attending, Mayor Rynberg noted he would finalize the itinerary and arrangements with the City of Zeeland.

Request for Use of Veterans Memorial Park & Amphitheater for Fundraiser Concert

Council inquired as to what the “Mission Trip” was for and sponsored by whom.  There was concern on the lateness of the event and insurance requirements.  There was no one present to answer questions or give representation.

 

Motion by Councilmember Drake, seconded by Councilmember Breuker to approve Mr. Darrin Krise’s request to conduct a Mission Trip fundraising event on May 13-14, 2006; motion failed.

 

Reports & Discussion

City Manager Yonker reported the Fremont Area Joint Planning Commission will hold a public forum on June 12, 2006, to educate Fremont area residents of the current status and planning efforts related the proposed Fremont Community Joint Planning Agreement.  The Forum will be held at 7:00 PM in the community room of the Fremont Area District Library.  He also noted Mr. Steve Langworthy, of LSL Planning, will give a presentation at 5:30 PM on the newly combined Michigan Zoning Act, whereas all area planning commissioners, ZBA members & governing body members are invited and encouraged to attend.

The City Manager also reported Sheridan Township resident Ms. Jackie Howard, of 6450 Lake Drive, has requested permission to disconnect from the City’s sanitary sewer system, whereas she would connect to Sheridan Township’s sanitary sewer district system.  She connected to the City’s system prior to implementation of the Township’s system and currently makes a payment-in-lieu-of-taxes (PILOT) to the City for right to connect.  There was Council consensus to allow the disconnection pending the Township’s approval of her connection to its sewer district system.

Councilmember Drake gave a brief presentation of the architectural drawings of the Yahaba Friendship City civic art project.  She noted a request for proposals will have to be made and funding options confirmed.

Mayor Rynberg announced he will be absent from the next Regular Meeting.
