MINUTES – REGULAR MEETING
FREMONT CITY COUNCIL
Monday, January 3, 2006 – 7:00 PM
Mayor James Rynberg called the meeting to order at 7:00 PM. Councilmember James Breinling gave the invocation and led the Pledge of Allegiance to the American Flag.
Present at Roll Call: Mayor James Rynberg and Councilmembers James Breinling, Larry Breuker, Dick Conley and Jane Drake
Staff Present: City Manager Chris Yonker
Public Present: Dustin Bitson
Motion by Councilmember Drake, seconded by Councilmember Conley to approve the meeting agenda; motion approved.
Motion by Councilmember Breinling, seconded by Councilmember Drake and carried to remove Item # 3.2: “Sale of City Vehicles & Equipment” and approve the following remaining consent action items:
Minutes of the Regular and Closed Sessions held December 19, 2005.
Purchase of ’06 Ram Charger Patrol Vehicle for Police Department from the low bidder, Bill Snethkamp-Fleet of Lansing for $22,067.
Following clarification on the sale of the used mower, Councilmember Drake moved, seconded by Councilmember Breuker and carried to approve the sale of the following vehicles and equipment to the highest indicated bidders:
Motion by Councilmember Breuker, seconded by Councilmember Breinling to approve the accounts payable check register report dated December 29, 2005 totaling $44,271.75; motion approved.
There were no comments.
City Manager Yonker led the City Council through each section of the draft Agreement and summarized staffs’ comments, concerns and recommended revisions. Councilmembers sought clarifications, made comments and suggested revisions to the Agreement for consideration by the Joint Planning Committee. The City Manager stated that he would make the requested revisions to the feedback summary and forward the document to both the Joint Planning Committee and the Land Information Access Association (LIAA), consultants on the project.
Councilmember Drake moved, seconded by Councilmember Breuker to forward the City Council and staff comments, as amended at tonight’s meeting, on the draft Agreement establishing the Fremont Area Joint Planning Commission to both the Joint Planning Committee and LIAA; motion carried.
Motion by Councilmember Drake, seconded by Councilmember Conley to accept Mayor Rynberg’s recommendation to re-appoint James Helgemo and Russell Price to the City Zoning Board of Appeals (ZBA) for terms ending January 1, 2009; motion carried.
Motion by Councilmember Breinling, seconded by Councilmember Breuker to accept Mayor Rynberg’s recommendation to re-appoint Dan Slate to the City Local Development Finance Authority (LDFA) for a term ending November 21, 2009; motion carried
City Manager Yonker reported that the annual Pine Street School student tours of the City Hall, Police & Fire building would be held on Friday, March 10, 2006. He also informed Council that the Parks Department was again successful in securing one of fifty $200 grants from the MDNR under the ’06 Arbor Day Mini Grant program. The funding would be used for community forestry activities related to the City’s celebration of Nation Arbor Day this spring.
Mr. Yonker also reported that the Fremont Area Community Foundation just awarded two, 3-year grants to the Newaygo County Economic Development Organization, Inc. (NCEDO) for continuation of its support for NCEDO’s operations and for the expansion of the organization into a “one-stop-shop” for economic development services.
The City Manager also agreed to schedule a morning citywide orientation tour for Councilmember Conley and other interested Councilmembers on either January 18th or 19th. (Note: the 19th is now confirmed.)
Mayor Rynberg confirmed that the City Employee Recognition event will be held on Monday, January 30, 2006 at All Saints Church beginning at 6:30 PM.
