MINUTES – SPECIAL MEETING
FREMONT CITY COUNCIL
Wednesday, July 13, 2005 – 6:00 PM
Mayor James Rynberg called the meeting to order at 6:03 PM and gave the invocation.
Present at Roll Call: Mayor James Rynberg and Councilmembers James Breinling, Jane Drake, Larry Breuker and Richard Conley
Staff Present: City Manager Chris Yonker
Public Present: None
Motion by Councilmember Breinling, seconded by Councilmember Drake to approve the meeting agenda; motion approved.
No public comments were made.
Motion by Councilmember Drake, seconded by Councilmember Conley to close the regular session at 6:06 PM and enter into a closed session, by request of City Manager Yonker, to conduct his annual performance review; motion carried by a unanimous roll call vote.
The closed session ended at 7:13 PM and the regular session reconvened.
Adjustments to Compensation for City Manager
Based on the results of the City Council’s review of the performance of the City Manager, Council consensus was to adopt the results of the performance review and make any adjustments to the City Manager’s salary and benefit package at the next regular meeting of the City Council scheduled for July 18, 2005.
Set Performance Plan Objectives for New Fiscal Year
Council reviewed the Performance Plan for the City Manager for the coming fiscal year beginning July 1, 2005 through June 30, 2006. Following an earlier meeting with the Mayor & Councilmember Drake, City Manager Yonker prepared the draft objectives and performance measures for the Council’s review.
Following discussions on each objective, the Council and Manager agreed on several modifications and refinements. Consensus was reached on the addition of two objectives to the original three. These involved the Gerber Tax Tribunal case and the City Manager seeking voluntary professional accreditation from the International City/County Management Association (ICMA). Mr. Yonker agreed to revise the performance plan objectives and submit them for final Council adoption at the next regular meeting on July 18, 2005.
No additional public comments were made.

Motion by Councilmember Breinling, seconded by Councilmember Breuker to adjourn the regular meeting at 8:07 PM; motion carried.
