Todd is is a native to the Eastern-Central Michigan area. He received his Bachelor of Science Degree in Business Administration from Central Michigan University in 1989, majoring in accounting with minors in business, math and computer science.

Todd was appointed the City Clerk/Finance Director for the City of Fremont in May 1996. He previously served for six years as the City Clerk/Treasurer for the City of Ithaca, Gratiot County Michigan. He received his Certified Municipal Clerk (CMC) status in January 2001, Certified Municipal Finance Administrator (CMFA) status in August 2001, State of Michigan Accredited Election Inspector status in 2003 and is currently working towards his Master Municipal Clerk (MMC) certification. Todd was elected 2003 Clerk of Year by the Michigan Rural Water Association.

Professionally, Todd serves as a Board Director for the Michigan Association of Municipal Clerks serving as Second Vice-President, MAMC Legislative Director, Chairman of the Newaygo County Clerks Association, Vice-Chair & Secretary of the Fremont Area Parks & Recreation Committee and has served on Fremont Area City/Township Cooperative Committee since 1998. He is a member of International Institute of Municipal Clerks, National Association of Parliamentarians, Michigan Governmental Finance Officers Association, Michigan Municipal Treasurer’s Association and Association of Public Treasurers US & Canada. He served on the MMCA/MAMC Education Committee for ten years and actively trains clerks on Optec ballot testdeck preparation.

On the Civic side, Todd has established a youth wrestling club, helps coach Varsity & Junior High Wrestling and has been a youth football coach.  He is a graduate/active alumni of Leadership In Newaygo County (LINC) leadership program working with business professionals and high school students. He has served on the Newaygo County Council for the Arts Board of Directors and as mentor to elementary youth through the ”Helping One Student to Succeed” (HOSTS) program.
